Windward Beach Park isn't really a beach. It's more a park with a bit of sand and a lake. I've never even seen people there it's usually quite calm and empty.

Its generall all frum ppl after the lifeguard leaves. There may be preteen girls in the water in swim dresses. It depends on your comfort level.....

I was there last Sunday. Plenty of people. People were swimming. I don't know your standards but I don't think I saw any bikinis or the like. But it was windy and not very hot.
Yes theres bathrooms.
