DH argues that according to basic halacha, you just need to wash your hands hygienically after the bathroom. I grew up washing the netilat yadayim after soaping and rinsing.
The Yalkut Yosef seems to back DH, but everyone washing netilat yadayim after bathroom must have a source. Help me out, ladies!

I once heard that washing hands is not required after urinating, only after emptying bowls.
Obviously for hygiene reasons, one should always soap & was their hands.
