I want the kugel to resemble a regular potato kugel, so I think my best bet is to bake it in the oven first and transfer right before the Zman.
But:
I don’t plan on making a chulent. (This is something warm for my kids to eat on Yom Kippur). Do I put 2 inches of water in the crockpot and wrap the kugel in foil?
Any other ideas?

I would wrap it in parchment paper, not foil

Maybe put balls of foil on the bottom, for a wrapped kugel to sit on. And add an inch of water under the foil (not touching the kugel), so there is moisture for the kugel.

Thanks for the idea. The question is, how much water should I start off with? Should I be worried about it boiling out if I leave it on low?

U can out raw batter right into the crockpot it comes out yummy
