For Chanuka my whole family gets another family member and buys a gift for them but it is a secret who we each get.
I got my son in law. We have a very good relationship. As a joke I want to take a picture of me and frame it and give it to him right before I give him his real gift.
Is it lame or cute?

On another note what gift should I get him for under 15 dollars? He has a desk job but is good with his hands and into cars?

I think it's weird and maybe even borderline inappropriate for a MIL to give a framed picture of herself to her SIL. (Though I don't know what type of a relationship you have.)

I vote weird. If you want to give him a gag gift based on a mother-in-law joke then find a funny mug or magnet or something.

I also vote weird and inappropriate (also isn’t it supposed to be a secret with who gave what?)

For under $15 I would get a desk toy for his work (mini golf set or basketball toy or sandbox, they have lots of nice options out there) Try urban outfitters for something small and cute

I wouldn't do the joke.

I would cringe if my MIL did it and I have a good relationship with her.

I agree. I don't see the point at all. if you have a good relationship keep it that way.
But I'm not a pranks kind of person so that explains my reasoning.

I get the sentiment though the actual idea is weird.

Maybe get him a t shirt or mug that says “my mother in law is the best” or something similar as a gag.

You can get a car hanger valet that hooks up in back of seat.
Something to hang up by front window like a stuffed thing, a scented thing, a tefillas haderech.
These type of hanging things that hook up in back of seat for stuff.
A cushion for driver's seat

For desk you can get a paperweight. A fancy deck of sticky notes with holder. A fancy pen with holder or a pen cup holder. A fancy desk clock. A globe etc.

A assortment of pocket tools or utensils on a key chain.

When I was a kallah my mil tried to give me a small gift as a joke before the real thing, but I didn't get the joke. The thing is I didn't expect what she must've given me at that time, so it was just a gift.

A picture of you—inappropriate. If you have a dh, a picture of both of you together is fine. A picture of the family pet if you have one or of a famous animal like Lassie is fine. A picture of a stack of luscious latkes or sufganiyot is fine esp if it’s inside a card that says on the outside “I knew you’d like a lot of latkes this Chanukah...”

OK - I'll be the odd one out here and say I thought your idea was pretty funny.
I think it shows you have a sense of humor about your role as MIL, and the "dreaded" SIL-MIL relationship.
But ... seeing the responses here I wouldn't take a chance on it.
(At least know it gave me a laugh!)

There are other funny joke gifts like a wrapped box with nothing inside. Maybe get a hold of an expensive watch box to wrap if you’re that type of naughty. But a pic of you is neither funny nor cute. Just weird and silly.
