I have the option to put a Pesach kitchen in my utility room (boiler, a/c stuff etc) counter space would be one side 8 feet and one side 7 feet - so an L shaped
Is this tiny?

I have 1 30" counter with a sink & oven.
I have cabinet space above and below the sink & counter and above the oven is a microwave with a cabinet. When I cook and need more space I use an adjustable folding table so it can be counter height. You'd be surprised what comes out of that tiny space I have (and what fits in there for storage)

Sounds like a nice size to me. I have a 7 foot wall with a sink, oven, and cabinet. I use a table for counter space.

Our minhag is to not eat milchigs so my pesach kitchen is all fleishig. I have a small U shape with the fridge across..I really enjoy that shape, it is so easy to work in.
It's 6ft on one side of the U.
5 ft on the other side and then the oven.
The bottom of the U is 4 ft, and that's where the sink is.
Technically we could have a milchig side too. But we don't.

Mine is a bit over 10 ft by just under 5 ft. It's a shallow U shape, entered from the long side with double sliding doors. I have ample storage, a sink, a slide-in oven range with hood. No fridge or freezer inside, but they are close by so it's fine. Could use a bit more counter space which is remedies by adding a couple folding tables that adjust to counter height just outside those sliding doors. I love this set up. I actually find it so much more efficient than my much larger chametz kitchen.
ETA: We don't have dairy sink, oven, or any plates, utencils, etc. We don't have a minhag not to have dairy but there isn't much opportunity to eat dairy and we don't eat gebrachts so just to have a potato with butter isn't really a big thing - we just skip the dairy other than maybe some milk in a paper cup if the kids want.

So one side of the room is not useable as it has all the electrical and water stuff, so no option to put a table in

Sounds perfect! You'll enjoy it.
I put a convection oven/microwave above the gas range. Major plus as it's a good vent in such a tiny room, and a second oven for when you're cooking up a storm.
