My toddler will be wearing some dresses this summer. She will be turning 3, but she's very tall and will look "silly" in bloomers IMO.
She wears a size 4 (when wearing tops).
I want the dresses to be short (not frum tznius dress length) but also fit properly... What size should I go for?

Will she be wearing Jewish store clothing or non-Jewish? I would guess that a size 4t in target (for example) would not cover her knees. The dresses are meant to hit higher.

The dresses in small sizes are usually made to be short

Jewish brands. Would size 4 be made short, or would that be like knee-length?

You have to try on to see the bodice size on her then you can hem length shorter or if she's narrow on top you can size down so you wont have to hem

My 3 yr old is a bit chubby so I get her size 4 from Jewish brands, I had to hem most of it.

Every dress runs differently. You need to ask for measurements.
