If I defrosted chopped meat and cooked it into meatballs, can I freeze the cooked meatballs? Asking both for safety and for taste.

Absolutely.
Any raw food that's been thawed can be safely refrozen after cooking. Taste I won't address because apparently some people have palates so refined that they won't accept food that has been frozen once, let alone twice.
