Is there some sort of organization that has lawyers who charge little or nothing for people who can't afford regular legal help?

What state are you in? And do you want only a frum attorney or are you open to non frum?

As to whether it should be someone frum, it's for my friend and I think she would prefer frum if possible.

Some lawyers may have pro bono hours available or work on a contigency bases but you would need to specify which field (housing, divorce, personal injury, etc) you are looking for a lawyer so that we can guide you better.

You *think* she would prefer frum, or she told you she only wants someone frum?
My non-Jewish and very Jewishly uninformed mediator as well as my Jewish but not frum lawyers who helped with my divorce were extremely understanding of frum issues and asked questions as needed. I couldn't be more satisfied with their work. Got them through NYLAG.
