Are sandals o.k. for a 20 month old-supportive enough? and do they have to be great quality(over $40)

I would only do closed toe and closed back at that age since they aren't pros at walking/running, and are more likely to trip if it's not closed.
Good quality? I'm not so into the fancy brands. What is important is that the sole is flexible and easy to bend when the child walks...I got my 16 month old $16 sandals at a store here, and don't feel like he got "second best". I think spending too much on a pair of shoes that will only last a few months is ridiculous (I don't pass on shoes, as they conform to people's feet....) so I just make sure they're sturdy and bendable.

you can find good quality on sale ... you only have to look a little farther than nordstroms or stridrite ... try marshalls and such ... $40 shoes for 10 or 15 ...
