There's no such thing as cheap and good quality. Where I live, there is a store that advertises very cheap meat before a Yom Tov. I bought a brisket there once, and we found it inedible. I later learned that he sells 2 different qualities, the cheaper one from Mexico. Obviously, some people don't mind and buy it. My family would rather go without.

Nothings cheap anymore. Imported beef is cheaper but not usually very good, with one exception.
Cheapest is Bingo but meat is light colored, dry, tasteless.
Best quality for best price is the grain fed meat from Tevya's Ranch at KRM. They also sell natural pasture which is tough and has less flavor.

check weekly circulars at Moishes, Kollel store, Gormet Glatt, Glatt mart
every week there are specials
that best price youc an get now days, (or Bingo, which I am unfamiliar with)
I buy only whats on sale, and find good recipies for it. keep in freezer for several weeks at a time, especially if I find something I really like (and I do)
Seasons in Monsey or NJ also has good weekly specials
Besides, Nutristinist told us to try stop meats...
