FYI It can be a lot cheaper to take them in person.
I did mail mine in, and the weight/size plus getting certified/return receipt (which is recommended) costs $$$.

I only don't suggest this because you want proof they received it before you drop insurance on the registration, or they can automatically and without informing you, suspend your license when the insurance company notifies them that the car no longer is insured. I know someone this happened to.

I guess.. I kept the receipt I used for payment of certified mail as the insurance policy. Worked fine for me.
