What are the best NYC bank CD rates, with no penalty for early withdrawal, for both brick and mortar banks and online?

Im asking because someone may have just researched rates. They dont change that often.
Flushing is offering 4.25% for a 1 year CD.
Are any banks around NYC offering that kind of rate for a "no penalty for early withdrawal" CD?

Online savings accounts give you a high rate with no lockup - you can withdraw at any time. They can afford to do that because they don’t have physical branches with all the expenses that come with it.
I’m getting 4.05% at CIT bank’s savings account right now. They are FDIC insured.

I don't know about CD's, but you can find money markets paying around that rate with better liquidity, and also rates that rise as the Fed lifts interest rates further.
