Get a toddler leash. Also evaluate him out of control running is often a sign of a bigger issue.

My toddler is a runner. I don't let him walk outside. He's strapped in the stroller with a 5 point harness. Too many close calls.

Keep him in a stroller or use the skip hot backpack/harness

I had a monkey backpack harness for my daughter, and she loved it. She wore it even in the house!! I tried buckling her in the stroller but she either hated it or managed to weasel her way out, depending on the day.

When our oldest was a toddler, we always kept him on a harness in public. He loved it and called it his "backpack" even when it was only a simple harness.
Eventually we got him a cute backpack style.
We used to get a lot of stares and questions. We usually ignored the stares knowing that looking for a runaway toddler in public will get more stares.
