Which neighborhood within an hour drive of Jerusalem can I find something with 3/4 bedrooms for under $700k? Anything out there fit this criteria?

3 bedrooms? Yes. On paper in neve shamir you can get newly built 4 rooms for 1.8-2.4 million shekel.
I'm sure you can get an older apartment in Alef for same price.

You can get a three bedroom in the Gush for that price. In Beitar you can probably get a four bedroom. Maybe Givat Zeev?

For that price there are loads of places for could get three bedrooms and a few places you could get four bedrooms.

She said three to four bedrooms so that's very different from a through apartment which is only two bedrooms. I still think it is possible maybe not in aleph. It's important to know if you have any budget for renovating because some of these cheaper apartments need a lot of work.

I don't think that's so cheap for 3-4 bedrooms.
Look on madlan or yad2 and see what you can find, to get an idea of prices.
In Israel 3-4 bedrooms will usually be listed as 4 or 5 rooms, the fifth room being the living/dining room (what Israelis call the salon).

What's the foreigner status? Someone who hasn't made aliya? Or holding a foreign passport?

OP, in Israel it's all about rooms, there is no such thing as the American concept of bedroom.
3 *bedroom* apartment=4 room apartment in Israel.
It will help you to switch over to the 'Israeli' style. Less misunderstandings.
There is also a term of "half room" too which is, AFAIK, a room that can fit a single bed but not two.
And no, a bedroom doesn't in Israel do want come with a closet or wardrobe.

I'm not sure about someone with permanent residency status but on all the webinars I listened to before aliyah discussed this. Some people buy before they make aliyah. The down-payment is 50% as opposed to 30%. The taxes are also higher for a non-citizen. If you make aliyah within the year, you get the taxes back. But someone who buys from overseas needs a lot of money.
