Sheva means 7 but also means "vow, promise" which is much more likely the meaning of this person's name.
If you want something unique, Keshet (rainbow) is a sign of HaShem's promise to Am Israel.

Are you sure the person's real name was Sheva? It's a common nickname for Elisheva or Batsheva. If the former, you could name a boy Elisha or Aharon, who was the husband of Elisheva.
Err...why would you not name a girl the same name as the woman for whom you're naming her?
There was a man named Sheva Ben Bichri from the tribe of Binyamin (Shmuel Bet 20:1), but as he is described a a "Ben b'liyaal" you wouldn't want to use his name.
