No. Your two year old does not need to wear non leather shoes.
Your 2 year old can wear leather shoes.
Remember halachos apply after bar/bas mitzvah. Before that it’s all chinuch. At 2 your child is barely a Baal daiya

I didn't check this source myself, but my close friend (Ziva Kriger AH) once told me that she saw this in a sefer Children and Halacha (by Rabbi Simcha Bunim Cohen, I think) - that for Chinuch, no need to put non-leather on toddlers on Tisha B'av, because L'Shana Habaah B'Yerushalayim, and they will never need it for their Chinuch. But yes on YK, because YK will still be here when Mashiach comes.

Once they understand, we have them wait a little, adding to six by bas mitzvah age. So that’s basically adding an hour a year, give it take.
For the younger kids I make sure their mouth has been rinsed and their hands clean.

What lymnok said. I’m always careful not to let them have meat and milk together or smooshed together on the hichair tray. Waiting starts when they have a concept of what they’re eating and what now and later are. I start with half an hour or an hour until they’re school age and understand.

This is what we hold too.
That there's no chinuch in aveilus but on YK even little kids should not be wearing leather.
