Haverstraw bay park is actually on the Hudson River.
Rockland lake is also a nice place to go.

Rockland lake is more like a lake you walk/ride around. There is a small playground also.

Havestraw bay is a big park on the Hudson. Lots of times you can see boats there. Lots of place to play ball, fly kites, etc. Can also bbq there. Big playground.

There are other smaller parks with lakes in monsey as well.

Haverstraw doesn't have shade at playground. Otherwise its gorgeous. Nyack Park is also great

Sorry but Havestraw doesn't have shade, definitley not in the playground area. The playground is made of metal and is too hot to play on during the peak hours of sunlight. I much prefer Rockland Lake since the playground isn't in the sun.
There's also Childrens Dexter Park that has a lake and a playground.
We also very much enjoy Memorial Park which is on the Hudson and has a playground that's shady.
Lately our most favorite destination is Bear Mountains, there's a lake and a new atypical playground my kids love and then if you cross the 9W you can enjoy lots of grass in the shade right near the Hudson.

Children's Park on Grotke is gorgeous. Shade, a pond (not sure what your criteria for water is), beautiful playground and trails.

Nyack Beach State Park has a shady area by the water, but no playground.
