At what age/ weight do you switch to a booster seat?

It's and not or. Must be 40 pounds and most 4 year olds are not ready yet. They need to sit properly 100% of the time with the seat belt in place. In reality most need to be 5.

My 2.5 year old is 33 lbs...I can't imagine her being ready for a booster in 7 lbs, which could be 6-8mo from now

You are correct. Minimum is 4 AND 40.

My 8 year old is still in a booster. She’s tall and about 65lb

Around 5-6, and even then it's just for local trips. Longer trips we still use a car seat till 7-8ish.
