If you want to do exact substitute, 1 cup flour is equivalent to 5/8 of a cup potato starch. And right now your potato starch is 4/8 (1/2 cup) not 5/8. So you can do 10 tablespoons flour instead of a cup.
Personally the kugel looks like mush to me.
