What do I do? Camp is non negotiable for ds. He absolutely cannot stay at home there’s no day camp and he can’t work bc he’s too young to be a counselor and he will greatly decline in gashmiyos by staying in the city. What have you done when you were in this position? For the rest of the camp tuition it’s early enough I can split the payments up enough until the summer to make it work.

Getting into camp can be competitive enough, I wouldn't give them any reasons to reject you by asking for financial arrangements up front just for the deposit. I'd find a relative or close friend I could borrow the money from and pay them back as part of the saving up you're anyway planning to do.
