Black tie actually means floor length in a formal material for women...
OP, the outfit sounds really pretty, but it wouldn't be black tie appropriate (and actually neither would a cocktail dress). But most folks use the term just to mean "more dressy than something semiformal." Can you reach out to the organizers to feel them out?

Most men will be wearing suits. Not tuxes
& it’s for 5:30 pm, not night time.
Does that make a difference?
