I want to start developing my phone pictures and looking for a way that’s easy (can be done easily from my phone) and cheapest.

You can order pictures directly thru Google Photos if you use it so that's easiest but not cheapest
I just ordered a bunch from Snapfish it came out to be cheapest. It was over 200 pictures and ended up being around $20. Sites like Snapfish and Shutterfly are always having sales and deals especially for your first order.
I use the honey browser extension to find coupons for me but you can search for coupon codes that can easily cut your order in half pricewise
