Rochester is beautiful- you can find houses well below that, the frum neighborhood is beautiful, suburban style living.
Re:school options, there's basically 1 choice, unless you're looking for very LWMO in which case there's another option

Cherry Hill, NJ !
One nice day school. Transportation to phili and bala for more school options.
2 main shuls- one JPF , one MO.
Very low crime, suburban, house prices in the 4's.
One hour from lkwd. 2 hours from NY.
Come join us!!

This map is not so helpful to show total crime rate. It doesn't show total murders but murders per capita. So if you have a tiny city but 5 murders you may rank higher than a larger city with 200 murders. It also does not show other violent crimes...
Los Angeles isn't even on that list. And the number of gang deaths is astronomical. Not near frum areas but still... it also depends on how the calculate murder. Does a death while committing another crime count?
