Assuming she means Rhodes dinner rolls dough. It’s a bag of frozen dough balls that can be defrosted and baked.

I make chocolate buns (like cinnamon buns, roll up jelly roll style and cut) using Rhodes dough. Assuming you can make babka the same way.

I mix hot cocoa powder (parve) and oil until the consistency is wet and spreadable, but not to liquidy. Spread, roll and bake until tops are brown.

Does that mean the babka and cinnamon buns are Hamotzi?
My babka homemade dough has juice in it but what happens when people use challah dough or dinner roll dough etc?

No. It's not hamotzi if there's enough filling.

I just let it all defrost in the bag - usually for about 4 or 5 hours
Then I roll it out spread the babka straw filling on it, roll it up and then twist the two strands together (hope that makes sense).
Put it in a pan and egg it, add crumbs if I’m feeling fancy
Bake at 350 for 20 min and then just keep checking on it till it looks done
