How should my teen wear make up? What make up should she wear and how do I know what to buy for her? I want her to use good products but not too expensive as she’s just starting. Talking about my 17 year old

Get her color matched for foundation. Either take her to Sephora or Ulta, or if there's a frum person in your community who sells makeup go there. Good quality foundation, concealer, bronzer and setting powder is a good place to start for a high schooler. Neutral eyeshadow, very thin or no eyeliner, and a good mascara.
If you're good with makeup, teach her how to apply it, if not, please have someone professional teach her! I've seen way too many high schoolers looking weird because their makeup was not put on correctly. Better no makeup than splotchy, unblended makeup

A glowing foundation, easy to apply pastel colored eyeshadow stick, mascara, natural long lasting lipstick, and a dusting of blush/bronzer.

17 year old shouldn’t need foundation. If her skin needs help she needs a dermatologist. I’d only allow light lip and eyes

Mascara (my girls like using an eyelash curler first)
Blush (try a cream or liquid blush)
Lip gloss
Concealer for blemishes if needed but otherwise best if nothing on the skin as poster above said. She could use a translucent powder on oily areas as needed….
Eyeshadow isn’t so “in” among teens at the moment. Sometimes my teens use a little bronzer instead of eyeshadow, or else nothing.

I loved the mineral makeup at that age. Is that still a thing? Looked really natural and was very easy to use.

Instead of foundation, she can start with a tinted moisturizer. I used to wear an excellent one by It Cosmetics bought from Sephora. I think it was called CC Cream. Much lighter coverage, also works as sunscreen, easier to use. You can buy her concealer to use in small amounts over a pimple etc.
