I think I may need to sue my landlord for charging false damages and not returning my security deposit. Has anyone hired a lawyer to do this and can give me an idea of what I should expect to pay?
Or does anyone know of a gemach of sorts, that gives free legal advice?

You can probably go to small claims court without a lawyer. It’s cheap to file and easy to take care of.

Small claims court is the way to go. Cheap to file and I believe damages can be up to $5000 although I don't know NJ specifically.
There are pro bono tenants' rights organizations but since resources are limited they try to help people in emergency situations - I.e. people being evicted for example.
