If dough is made in a bowl that wasn't toiveled, is the food kosher to eat?

For the future make a rule: Anything that need to be toiveled is not allowed to enter the kitchen before toiveling.

It probably is. Ideally, you shouldn't have used the bowl, but now that you did, I doubt that it makes the food nonkosher.

Is it a metal bowl? Plastic doesn't need toivling. (Some people assume that plastic utensils need toivling, it doesn't.)

I was taught that toiveling, or lack thereof, doesn't affect the kashrus of the food. The OU says the food should be moved to another kli asap. But remains kosher.

Is the bowl plastic? Plastic doesn't need to be toiveled.

Some opinions do hold to toivel plastic. I have family members who toivel plastic. As always, your lor is the best person to ask as people hold of different things.
