not a 9 seater but definitely a regular minivan - I would assume it has 8 seats.

It is double the price per hour, so I think it came out to 39.9 per hour.

There are only a few of them and they get booked early. During bein hazmanim, you can't book it more than one week in advance.

If both parents drive it could be cheaper to hire two 5-seaters.

Car rental prices are cheaper for non-citizens, especially cuz you can get the vat tax back. It really depends where you are and what you plan on doing but overall renting a car the regular way is going to be cheaper. For the hour by rentals you also have to pay a the hourly fee plus fee per kilometer, plus fee if you go overtime etc.

Before my husband's student visa expired (even after he was a citizen) we'd book with his passport and visa and got a much cheaper rate.

It’s probably the most cost effective option for a minivan, but definitely not most reliable. There are only a few in the whole city so availability is limited.

Correct
Still suggest to book from the US with a travel agent.
Pesach and july august is peak season and more expensive.
