ignition on one burner doesnt work.
there is a spark only at the bottom of the "stick" but the top where there is usually more
than one spark when igniting there is no sparks,
is it safe to turn on with a match?

I would use a long match. Or a lighter just to have your fingers further away.

I do it sometimes. It's fine
Turn on the gas and hold it a short distance from the gas jets

I suffer from anxiety.
I am nervous that the gas is trapped and cant come out cos its blocked somewhere and a match will set off something....

It's totally safe. Just don't turn the gas up to the highest amount. Keep it on a low flame

why?
on a low flame when igniting or low flame when cooking?

I use a piezoelectric sparker. Ultimately cheaper and more convenient than matches, and keeps fingers well away from the flame.
Google piezoelectric stove lighter or spark lighter

Low flame when igniting. It's just so the flame doesn't jump

Totally wrong. The only thing wrong with the stove is that the sparker isn't working. It has nothing to do with gas flow. The gas is flowing just fine.
Just turn the knob to "light" and immediately introduce either a flame or a spark from a sparker. Keep sparking till the flame appears (my sparker sometimes doesn't spark the first time and I may have to squeeze the trigger a few times till it does), then lower the flame to the desired cooking level.

We have one burner that won't light properly. If I need to use it then I hold a match with metal tongs to keep my fingers out of the way, turn the gas on slightly, light the match from another burner and immediately use it to light the broken burner. I've never had an issue.

You should be able to hear it hissing slightly as it comes out.
No problem lighting with a match. I do that more often than not.
