How to handle hurting

I have an almost 3 yr old and 1.5 yr old.. my older dd smacks, pushes, and occasionally bites her sister.
I understand that it's normal toddler behavior. But my younger daughter really gets hurt. is there any way I can try to discipline / teach my older DD that what she is doing is wrong.

When I try telling her or giving her time out, she just kind of looks at me blankly and doesn't seem to understand.

My ds is 2.5 and my dd is 10 mths every time my son hurts her I put him in her swing strapped, bcuz he's hurting and acting like a baby so he goes in a baby swing.
Sometimes if see he hurt her to be mean I'll copy what he did to her lightly on him. it works sometimes..... Good luck!

Fairly new to parenting but I doubt that is helpful.
The older child can go in the baby’s swing as a time out until they decide to stop hitting. Not because they are acting like a baby. They are a baby and they don’t understand what you’re saying when you say that.
