Why do you need an alternative to Hatzolah?
It’s all the guys who couldn’t get into Hatzolah that join. I think it’s a dangerous thing to play around with.
Hatzolah has a vetting system with a full board of rabbonim that has been established for years. There’s a valid reason those members don’t get on.
There’s no void they’re filling, just creating a dangerous phenomenon in emergencies.
