I think the people giving the Torah wear shabbos clothing. Not heels or anything super fancy.

Yep- comfortable Shabbos clothes- you will be walking and on your feet a lot. The family giving often has pictures and the like. As a guest, I wear a chol hamoed/bris outfit, and bring my kids in whatever.

My sister and bil made a hachnosas sefer torah recently. They wore shabbos, the rest of us wore nicer everyday clothing, like you would wear to a bris or pidyon haben.

This is very community dependant because as a close family member of the family giving the torah we wore nice shabbos clothing, there was a sit-down meal after the escorting of the torah to shul and it was definitely a dressy occassion.
But, this might also be because they gave the torah in the zechus of a child that was niftar, and in the family they were treating it as almost his wedding, with all his classmates there and celebrating.

If you’re staying for a seudah after then low key Shabbos. If you’re just going for the writing and prosession then nice weekday for ladies and kids, dh would put on a hat and tie for the chashivus of the event not so much to be fancy.

In our circles, that family giving in the torah wears very elegant simcha wear. Extended family that's invited for the meal, wears regular shabbos clothes & the rest wear weekday clothes.

flats while writing and walking and heels at the meal
