To some of the above posters - the whole world is not America, and in EY a new outfit is a major purchase compared to many people's income.
Buying something for yomtov doesn't have to mean buying a three thousand dollar suit. It could mean just a new blouse.
I wasn't even referring to buying something for Yom Tov, but what to do on chol hamoed if you run out of clean clothes. Halachicly it is preferable to buy something "new" (even if it is from Goodwill for $5) than to wash. And no, being too "particular" to do that is not an excuse.
