It also says in english in small letterings, on the side. It took me a while to find it too

its like this:
for each 2 oz of water you add one measurement of powdered milk (a full "spoon", the spoon comes with the formula...inside hidden in the powder)
thats it!!

Also it gives instructions about making sure your hands and all bottles/surfaces are clean. Don't save an unfinished bottle if the baby has already had some, and don't leave a prepared bottle outside the refrigerator for more than an hour; it spoils. And the prepared formula lasts up to a day or two in the refrigerator. I think that's the sum total, from memory.
