I don't see it insulting at all. I don't understand where the insult comes in. It sounds as if they would really like your cousin to come to them, and not being able to have them for Shavuot they thought maybe they could invite her for Shabbat.
I don't like it when people invite themselves on Friday or Thursday night because by then I've usually finished cooking and don't have any more food to make more food.
