Usually, Head Start starts from age 2.9 Early Head Start is for 2 year olds. One of the schools here is opening one for kids born in or around June 2008 so they are 2 now, will be 2.3 in Sept & not old enough for head Start. It is usually income eligible. AFAIK it makes no difference if your child is delayed or not.
