Cooked or raw? They are both possible.
Cooked- Let it sit out and defrost, but place in oven before completely defrosted. Make sure that the oven burns away the extra liquid.
Raw- People freeze to avoid problems with bugs. No need to defrost before cooking.

I often freeze cooked rice in a ziplock bag (make sure it's flat for easier thawing). You can just microwave and it tastes like freshly cooked rice. Alternatively you can make fried rice straight from frozen without thawing.

I like to reheat defrosted rice in a pan with a little oil. It gives it a crisper fresher taste
