Honestly, you're best of trying to get a magazine to give you writing jobs (ie covering events is a good place to start). Most magazines are not looking for random submissions.

Go to a newstand Ereve Shabbos and pick up every publication you have interest in reading. Don't pick one up that you wouldn't read yourself; you probably don't want to be published in it and they probably don't want to publish you.
Open up to the page with the contact info. Find the relevant e-mail and send an e-mail asking for submission guidelines. Submit.
Hatzlacha!

While MB gave a pretty comprehensive US list, there are also local publications that are great for starters. Bassi Gruen started out in the Front Page in Monsey and is now editor of Family First (and her brother Leiby Burnham starting there or on aish and now writes for Binah) A lot of great writers wrote for What's Doing in Waterbury and the What, where , when of Baltimore.
Some of the world-class frum writers have written for The Voice of Lakewood.
Sometimes you need to build up just to have a portfolio.
And if you want any more advice, PM me I'm in the trenches
