my rabbi calls me "my dear" a lot, like if I get off the phone with him, "ok my dear"

a common term some men use when talking to women. he was just being polite and friendly, though maybe he shouldn't have used that kind of terminology because it has confused you

I suppose it's a cultural thing.

My dh's rav is very charedi and refers to me as Ruchel. Yup, first name. But now that I think of it, I think he never addressed me directly... lol

yes, as Ruchel said, it depends where you live, where I live in england, "my dear" is a common term to use to a woman, friendly and also polite. it depends in what religious circle you are in, my rabbi who calls women this is modern orthodox rabbi, and no he is not at all indecent, he is very respectful and kind and women like him as a rabbi a lot.
I'm sure he likes you but not like that, he's just being friendly

I come from England and I don't think I've ever heard 'my dear' used except by very close friends... sounds weird to me but I'm sure if I heard the Rabbi say it in context it would make more sense.

When I was a kid my Rov called me "mamaleh". But he called all girls "mamaleh" and all boys "tataleh"...but he was like a grandfather to us.

My high school menahel, which whom I still have a very good relationship 7 years post graduation, has always called me my dear. As years have moved on, I've felt more and more like a family member / daughter. I think it depends very much on context, and it's not weird at all.
