A friend of mine has a Nusach Ari siddur printed in Latvia in 1889 and found in the S. Fernando Valley in CA, by her mother.
On the inside cover it says, in Hebrew, laHashem ha'aretz umlo'ah, Dovid Tzvi Tov. And the date Tav, shin, vov.
Has anyone heard of this person? She would like to return it to his family.

Sorry I do not know how you can locate this person. I however have a story like that too. My father went to the kever of Meshulam Zushe of Lusensk and found in the shul a nussach ari siddur (which isn't so comman, since not many Lubavitchers go there) It was also very old, like it's been tere for a while. My father brought it back to CH hoping s/o would help him find the owner, but he was never able to.
