let's say the same thing happens at walmart and not some little bakery shop ... does the same rule apply ... sure go ahead and find out who the bill belongs to ~ I should think it impossible
once you asked the customers you could have kept it - especially as you said the register/till was behind the counter so it could not have been the stores missing money but a person who was long since gone
I once found a $20 on the floor outside a store ... standing behind a man inside the store at customer service he was looking in every pocket saying he just had a $20 so I handed it to him ~ he was grateful
