Is the keep warm setting on crockpots hot enough to keep the food at a safe temperature for 24 hours?

depends on your crock.
mine keeps it really hot- even becomes a bit overdone.

Definitely need to figure out what the temperature is. I've eaten cholent that came out of the crock not hot and I was convinced I would get sick... So if its a model like that, definitely DON'T!

The keep warm setting on my crock pot doesn't seem warm enough to be safe - but maybe depends on the model.

If the food has 1) been thorough cleaned (boiled) before it went to keep-warm, and 2) always kept covered, and 3) only perfectly clean utensils are used to take food out of it, I think it's ok. It is also good if the sauce is acid enough; that keeps germs down. Tomato sauce is good. Or something with vinegar in it.

I don't exactly know. This is gross, but one time we actually found white bacteria on the surface shabbos morning.
dh says it needs to be bubbling slightly to be safe.

Best way to do it would be to use the crockpot on a regular weeknight and accept you might end up tossing it and wasting a meal for your experiment. Prepare it the way you plan to for Shabbat. The next day around the same time you'd plan to eat on Shabbat, pop it open and use a meat thermometer and check the temps.
This website gives safe holding temps under "serving": http://www.fsis.usda.gov/FACTS.....x.asp

Safe temperature is over 140 degrees F.
(Edited to clarify: this is the minimum safe temperature for holding cooked foods. For cooking temps, see links below).
The temp may vary depending on the amount and type of food in the crock.
Do a dry run (not on Shabbat) and check the temps with a food thermometer every hour.
