I would just use any broccoli kugel recipe.
My broccoli kugel (no measurements, I eyeball everything):
bag of frozen chopped broccoli
eggs
onion soup mix
sauteed onion
mayonaise
bread crumbs
garlic powder, pepper
(I also like adding fake sour cream)
Beat the eggs first, (I like using an electric mixer so that they're very fluffy), then add all the ingredients, mix together and bake till brown on 350.

I use the Cremay Broccoli kugel from the Spice & Spirit but put it in a pie crust. You could do the same with mini crusts.
