I did this as a teenager. I dressed as the cat in the hat. I cut out pairs of thing 1 and 2 from cardboard. then I got some tiny knapsacks from amazing savings, put one on each character, filled with nosh, taped them together so they were holding hands, and put a lollipop between them.

note: if doing this with corrugated cardboard, use a craft knife. I hurt my fingers using scissors...

My girls got dressed last year as Thing 1 & Thing 2. They gave for their friends clear bags filled with red nosh and bought by Shop Wise on 16th Ave. & 44th Street for a $1 a cat in the hat that you push a button and it dances. The cat in the hat was sticking out of the clear bag.

I bought cardboard hats that I stapled to a red bag. Then I just used regular nosh, but for my mom and MIL I used candies in the blue, red and white colors.
