We loved the Budget Inn when we went this summer - averaged to $88/night (cheaper rate for weekend). Activities depends on your budget...I had a set budget and worked backwards to find activities that would fit. Some ideas: factory tours (a lot of them are free), Kreider Farms (you have to book the tour in advance but it's $38/car), Amish pottery painting, Cherry Crest Farms (more expensive), Strassberg Railroad, etc.

http://en.wikipedia.org/wiki/Avro_Lancaster
The Avro Lancaster is a British four-engined Second World War heavy bomber designed and built by Avro for the Royal Air Force (RAF). It first saw active service with RAF Bomber Command in 1942 and, as the strategic bombing offensive over Europe gathered momentum, it became the main heavy bomber used by the RAF, the RCAF, and squadrons from other Commonwealth and European countries serving within the RAF, overshadowing its close contemporaries the Handley Page Halifax and Short Stirling.[1] The "Lanc", as it was affectionately known,[2] thus became the most famous and most successful of the Second World War night bombers, "delivering 608,612 long tons of bombs in 156,000 sorties."[3]
The Lancaster, an evolution of the troublesome Avro Manchester, was designed by Roy Chadwick and was powered by four Rolls-Royce Merlins, or, in one version, Bristol Hercules engines.

Herrs potato chip factory and Hersheys Chocolate world are both free and within 45 minutes of Lancaster, PA, in opposite directions though. Turkey Hill Experience was fun, not that cheap, but lots of free ice cream!
http://www.caribbeanlancaster.com/rates.html If you stay at one of four hotels, you can go to water park for very reasonable price. My kids loved this. Depends on how old your boys are and if you'd bring them to mixed water park and how hard it would be to watch the little ones, by yourself, if your husband won't go into the water park. We stayed at the Wingate and walking through the Budget Inn, I think it's nicer...

There are a variety of cars with different prices. We took the open air car, which is the cheapest, and was great! The prices for that car are:
Adult (12+): $16.00
Child (3 - 11): $10.00
Toddler (under 3): $2.00
But ask about the day pass which includes riding the mini train and the cranky cars, our kids (3 and 5) loved those and it's not much more...
Day Pass
The most economical way to spend the entire day!
Child (3-11): $12.50
Child/Museum Pkg: $17.50
Adult: $18.00
Adult/Museum Pkg: $25.00
The ticket office opens at 11am tomorrow. Here's their phone number: 717-687-7522
We found it to be about half a day's worth of fun.
1 full day is Dutch Wonderland.
Have a great trip!

the chocolate.world is fantastic.
in regards to lancaster, be very careful with what you do.
cherry crest farm is excellent! do NOT take the bus tour around amish town - very boring and waste of money (while the hershey tour was fascinating!!
also, there are two places to do the amish town tour. the one we went to was horrible. both my husband and myself were so weireded out...
while we loved hershey, we didnt enjoy lancaster

There are also lots of beautiful parks in the Lancaster PA area
http://www.padutchcountry.com/.....s.asp
They are free.
You can make your trip more affordable by bringing your own food.
As mentioned, Cherry Crest farms is great for the kids ages you listed.
If you like crafts, there are lots of fabric & yarn shops around Lancaster, but that will not help you have an inexpensive vacation.
My family liked the buggy tour. Aaron & Jessica, I think. Wait, I can google that! http://amishbuggyrides.com/
our buggy driver told my husband how amusing he finds it that all these Jewish people come on their holiday to see Amish people. They are quite use to having all of Brooklyn show up in the fall & spring.
