Depends who you ask. There's a more important kashrus question if it was seasoned - you need to make sure it was seasoned with kosher oils, or do libun. Ask your Rabbi.

My assumption is yes. Generally, anything metal that is used for food preparation or serving, that will directly touch the food, needs to be tovelled.

I'm assuming the only reason you ask this query is because it's electric ... otherwise it's a no brainer & a definitive yes
now - can you take it apart & toivel just the cast iron piece the actual food goes on ? you do not want to dip electrical parts
