I was told that it is useful to have a US credit card with no foreign transaction fees when living in Israel. Can anyone explain how this works? My income will be in shekels, deposited to an Israeli bank account, but my credit card bill will be from the US in dollars. Is there any way to pay the credit card bill from the Israeli bank account? Having a US credit card seems to make sense only if someone in the US is paying the bills.

I dont see why you would want to do that. If you are earning in Shekels - get an Israeli credit card. Keep the US cards for spending from a US account.
Otherwise you are going to lose out on exchange rates all the time.

I agree, unless there is some possibility that you will be getting US dollars put into your US bank account (are you even leaving one open?) at some point (side job, gifts, etc) then there is no point in having a US credit card.
We have both shekel and dollar income. We use our US credit card to spend the dollars.

I agree with the other posters, US debit/credit card is only useful if you have a US bank account.
