Dh's work is really bad about giving his paystubs, and I don't have two consecutive ones. I have one from 1/1-1/15 an one from 2/1-2/15. Is that going to be an issue when I apply? I have an appointment tomorrow for WIC and have to mails snap application now. His work won't replace the missing one, and there is no one to ask for a letter. What should I do?

Go there and see what they say it might be fine
The worst that will happen if they'll tell you to come back when you have 2 consecutive ones available

IIRC if you have medicaid bring your medicaid card to WIC and they will approve you based on that. I doubt it would help for SNAP. Do the employers use a payroll company? You can call them and they might email/fax a payment record to you. If you can't do that can you get a income letter from the employers?
 I spent all morning waiting in a government office, with the baby at a sitter, and can imagine why a wasted trip Is so frustrating.

For future, photocopy his paycheck. That should be good proof if you cant get a paystub.
