How do they deal with marching and the rest of the program (concerts), all outdoors, on a rainy day?

the same way anyone deals with rain on a parade: smart spectators and scouts bring umbrellas and marchers march in the rain. You never saw the baton twirlers in their sequinned strapless leotards getting all goosebumpy on a chilly day? Or the marching bands in their heavy wool military-style uniforms sweltering on a steamy one? Why should this parade be any different ?

Parade was beautiful. No rain. Concert maybe got canceled bec it was raining then.

When I marched in the parade, more than 20 years ago, it didnt just rain. At one point it was almost pouring. We just kept on walking. Some schools pulled out at the last minute because of it, but my school kept on walking. It was such fun
