I don't think we NEED to say anything, however it might be auspicious for something, at which point there might be appropriate tefillos or tehillim to say.
There is this concept of times being auspicious. Lehavdil, Bilam's plan was to find that second of the day that is mesugol for our destruction.
I personally wouldn't obsess over this, not when it boils down to such a narrow window. But that's me. Maybe there's some mekor for this coming from a mesorah (e.g. chassidish, etc.) you identify with, and kol hakavod to you for seizing the moment.

Something specific to the 9th of Kislev and the 9th hour, specific 9 minutes. Does anybody know? If you know the source greatly appreciated

One of the hits referenced a Rambam referring to the 9th, etc. after shmittah but I don't wan to link to it because there were some cynical comments, and no actual source provided.
